They accept the fact that the current majority could be a minority in the future, but the step was indispensable for the running of the government at the present because the country could not be managed with crucial positions being left vacant while a list of nominees piled in the Senate awaiting for approval. The situation was precipitated by the rapid growth in the blockade of many executive and judicial nominees compelling the majority to use the nuclear option as a damage control strategy. There was a need for filibuster reforms because it used to break the confirmation process of the judicial presidenti al nominees as witnessed in the case of Estrada who was the first nominee in the US denied a chance for confirmation despite being supported by the Senate majority (Cornyn 183). Such events demonstrated the extent at which the judicial system is compromised by the Congress raising a need for reforms that would enable the Senate to commence afresh. According to Cornyn (188), the Senates tradition of filibustering presidential judicial and executive nominees was an abomination and virulent rule causing delays in the process of confirming nominees, something that was not necessary. The reforms were crucial because the filibuster rule was against the US Constitution providing the majority with the mandate to enjoy the majority rule as well as appointing judges. The rule also resulted in an artificial crisis due to a backlog of nominees. The rule had faced serious constitutional objections aimed at ensuring that both the president and the majority in the Senate continue enjoying the priv ilege of appointing both executive and judicial officials. This is because of the fact that the Constitution of the US is quite clear in stating that the majority should govern in a democratic system of government as the one practiced in the US (Cornyn 196). However, the constitution recognizes the use of the supermajority in some contexts such as expelling a member of the house of Congress, no senator can be impeached without two thirds of the Congress convening, the president can only be allowed to rectify treaties with a two thirds majority consent of the senators in the Congress, and amendments in the Constitution. Filibustering rule as outlined in the modern constitutional law in the US in rule XXII was considered not only the most troubling counter-majoritarian rule but also a rate limiting step in the function of the government due to delayed crucial appointments and nominations by the president. Through a vote against cloture, the rule provided the Senate minority with the m andate to sustain unproductive debates indefinitely in the form of a filibuster (Magliocca 304). Several proposals were recommended, in vain, to change the clause preventing the minority senators to filibuster presidential nominees or debate on the issue for more than a year. The proposal by Magliocca (305) was aimed at emulating the House of Lords in British, which could provide the perfect balance between the executive, congress, and majority versus minority rule. In order for such recommendations to be accepted, the Congress had to be convinced in accepting the filibuster to be transformed into a veto that suspend presidential nominees for a year before the majority gets their way. Convincing the Congress to adopt the proposal was another different task which resulted in the rule providing the minority with the powers to bully the majority in the presidential nominees for both executive and judicial posts; hence hindering the programs of the federal government. The Congress used to enjoy productive unlimited debates while the majority had the mandate to move the bill to final voting stage prior to the enactment of the rule (Magliocca 312). The situation later changed when the Congress became more about partisan than issue oriented; hence hindering positive discussions and blocking presidential nominees. Prior to amending the filibuster rule, the minority dictated the end of debates regarding presidential nominees by allowing the issue to proceed to the final stage of voting, while the majority had the option to make a verdict on the bill to be discussed in the Congress. Senator Robert experienced a potential filibuster in attempts to change the rule to stop the minority from blocking presidential nominees in 1971 (Gold and Dimple 207). He argues that the Constitution was s uperior to the Senate and provided for a majority rule; therefore, it should be obeyed by the Congress. Despite the filibuster rule preventing the presidential nominees to get votes, the majority has the Constitutional option of invoking the powers of the Senate and forcing a vote. The goal of any individual living creature is to ensure the survival of its species into future generations.  It is why individuals reproduce. The whole purpose is to make sure the species continues long after that individual has passed away. If that individuals particular genes also can be passed on and survive into future generations, that is even better for that individual.  That being said, it makes sense that, over time, species have evolved different mechanisms that help make sure that individual will survive long enough to reproduce and pass down its genes to some offspring that will help make sure that the species continues on for years to come. Survival of the Fittest The most basic survival instincts have a very long evolutionary history and many are conserved between species. One such instinct is what is referred to as fight or flight. This mechanism evolved as a way for animals to become aware of any immediate danger and to act in a way that will most likely ensure their survival. Basically, the body is at a peak performance level with sharper than usual senses and an extreme alertness. There are also changes that happen within the bodys metabolism that allow the animal to be ready to either stay and fight the danger or run away in flight from the threat. So what, biologically, is actually happening within the animals body when the fight or flight response has been activated?  It is a part of the autonomic nervous system called the sympathetic division that controls this response. The autonomic nervous system is the part of the nervous system that controls all unconscious processes within the body. This would include everything from digesting your food to keeping your blood flowing, to regulating hormones that move from your glands, to various target cells  throughout your body. There are three main divisions of the autonomic nervous system.  The parasympathetic division takes care of the rest and digest responses that happen when you are relaxing. The enteric division of the autonomic nervous system controls many of your reflexes.  The sympathetic division is what kicks in when major stresses, like an immediate threat of danger, are present in your environment. Adrenalines Purpose The hormone called adrenaline is the main one involved in the fight or flight response. Adrenaline is secreted  from  glands on top of your kidneys called the adrenal glands. Some things adrenaline does in the human body include making heart rate and respiration faster, sharpening senses like sight and hearing, and even sometimes stimulating sweat glands.  This prepares the animal for whichever response—either staying and fighting the danger or fleeing away quickly—is the appropriate one in the situation it finds itself in. Evolutionary biologists believe that the fight or flight response was crucial for the survival of many species throughout Geologic Time. The most ancient organisms were thought to have this type of response, even when they lacked the complex brains that many species have today. Many wild animals still use this instinct on a daily basis to make it through their lives. Humans, on the other hand, have evolved beyond that need and use this instinct in a much different way on a daily basis. How Daily Stress Factors Into Fight or Flight Stress, for most humans, has taken on a different definition in modern times than what it means for an animal trying to survive in the wild. Stress for us is related to our jobs, relationships, and health (or lack thereof).  We still use our fight or flight response, just in a different way. For instance, if you have a big presentation to give at work, most likely you will become nervous.  The sympathetic division of your autonomic nervous system has kicked in and you may have sweaty palms, a faster heart rate, and more shallow breathing.  Hopefully, in that case, you would stay to fight and not turn and run out of the room in fear. Once in awhile, you may hear a news story about how a mother lifted a large, heavy object—like a car—off her child. This is also an example of the fight or flight response. Soldiers in a war would also have a more primitive use of their fight or flight response as they try to survive in such horrific circumstances.

After all, these were things that can happen only in the capitalist countries. The fact that "it can be done" and that even "it had been done" spread in our country like wildfire. Soon hackers obtained a copy of the virus and began to hack it. It was noticed that the program contains no "black magic" and that it was even quite sloppily written. Soon new, home--made and improved versions appeared. Some of them were produced just by assembling the disassembly of the virus using a better optimizing assembler. Some were optimized by hand. As a result, now there are several versions of this virus, that were created in Bulgaria --- versions with infective lengths of 627, 623, 622, 435, 367, 353 and even 348 bytes. The virus has been made almost two times shorter (its original infective length is 648 bytes) without any loss of functionality. This virus was the first case. Soon after that, we were "visited" by the CASCADE and the PING PONG viruses. The later was the first boot--sector virus and proved that this special area, present on every diskette can be used as a virus carrier, too. All these three viruses were probably imported with illegal copies of pirated programs. 2) Who, What & Why. =================== 2.1) The first Bulgarian virus. ------------------------------- At that time both known viruses that infected files ( VIENNA and CASCADE) infected only COM files.
